In 2010, under the firm leadership of Hunan Provincial Committee of CCP and the Government, people all over the province implemented earnestly the scientific approach to the economic and social development and the policies and decisions issued by the central government, effectively dealt with the complicated and volatile economic environment and various grand challenges, vigorously pushed forward Four Modernizations & Resource-conserving and Environment-friendly Society, speeded up the transformation of economic development mode and the strategic adjustment of economic structure, improved continuously the people’s wellbeing, provincial economic performance maintained sound and fast development and all social undertakings achieved new progress.

Ⅰ.General Outlook

Economic aggregate reached a new level. Preliminary estimation indicated that the Gross Domestic Product of the province in 2010 amounted to 1590.21 billion Yuan, up by 14.5% over the previous yearrose by 0.8 percentage points higher over the previous year. Of this total, the value-added of the primary industry was 233.94 billion Yuan, up by 4.3 %. The value-added of the secondary industry was 731.36 billion Yuan, up by 20.2%. The value-added of the tertiary industry was 624.91 billion Yuan, up by 11.5%.

Structure adjustment made new achievements. The structure of the GDP was 14.7∶46.0∶39.3promoted from 15.1∶43.5∶41.4 when in 2009. Of which, the value-added of industrial sector accounted for 39.5% of the GDP. The contribution to the GDP about the primary industrysecondary industry and tertiary industry was 3.5%62.3% and 34.2% respectively. Of which, the value-added of industrial sector reached 56.1%the value-added of  the production service industry was 283.97 billion, the contribution to the GDP reached 16.7%. The value-added of new- and high-technology industries accounted for the GDP was 12.3%rose by 1.4 percentage points higher over the previous year. The value-added of non-state-owned economy was 893.68 billion Yuan, up by 15.8%accounted for 56.2% of GDP, rose by 0.7 percentage point higher over the previous year.

The region economy developed in an all-round way. The GDP of Changsha, Zhuzhou and Xiangtan cities was 671.59 billion Yuan, up by 15.5%The GDP of the 3+5 areas was 1256.02 billion Yuan, up by 15.2%The GDP of South Region of Hunan Province was 326.93 billion Yuan, up by 15.0%The GDP of the Western Region of Hunan Province was 202.73 billion Yuan, up by 13.7%.

The livelihood of the people further improved. The financial funds input for the people's livelihood building, which about social security and employmenturban and rural community business affairsmedical treatment and public health, were 75.80 billion Yuan, accounted for 28% of the public finance expenditure. The newly-added employed people in urban areas was 0.71 million, an increase of 0.11 million people over the previous year. The cities zero employment family of employment assistance kept dynamic reset. The new rural cooperatives medical service compensation rate was 65.6% all over the co-ordinationThe basic cost of living allowances for each urban resident were 155 Yuan monthlyan increase of 18 Yuan over the previous yearThe allowances for each rural resident were 55 Yuan monthlyan increase of 8 Yuan over the previous year. There were 1.45 million urban residents and 2.63 million rural residents enjoyed the government minimum life guarantee. The pilot project for a new rural pension insurance system expanded to 46 pilot counties. Problems of  3.14 million people’s difficulty in safety drinking water in rural areas have been solved. 186 homes for the aged have been rebuild or expanded. 8100 rural libraries have been completed. 0.11 million low-rent houses have been constructed. 44386 dilapidated houses in rural areas have been renovated. There were 3971 fishermen who caught fish in Xiangjiang riverZijiang riverYuanjiang river and Lishui River have got ashore and settled down.

Main problems existing in the economic and social development includes: The task to adjust the economic structure and to transform the economic development pattern would be still harderThe pressure of energy-saving have been increasedThe duty of ensuring and improving people's livelihood would be still heavy.

Ⅱ.Agriculture

Agricultural production kept steady. The sown area of grain was 4809.10 thousand hectaresup by 0.2%.The sown area of cotton was 175 thousand hectares, up by 15.1%. The sown area of oil-bearing crops was 1211.4 thousand hectares, up by 7.3%. The sown area of vegetables was 1133.1 thousand hectares, up by 6.5%. The sown area of sugar plants was 15.3 thousand hectares, decreased by 0.2%. The total output of grain kept steady. The total output of cotton increased by 7.1%, the output of oil-bearing crops increased by 9.8%, the output of vegetable increased by 9.8%, the output of tobacco increased by 1.3%. The total output of meat was up by 3.8%the output of egg was up by 3.2%the output of milk was up by 1.6%the output of aquatic was up by 5.5%. The gross output value of agriculture was up by 4.3%the output value of planting was up by 6.9%the output value of animal husbandry was up by 3.4%, the output value of fishery was up by 5.3%.

Agriculture foundation improved constantly. The investment in rural areas was104.56 billion Yuan, up by 28.2%. The fiscal fund for assisting agriculture was 32.21 billion Yuan, up by 16.6%. 779 thousand water projects have been newly built,which invested 12.21 billion Yuan and finished 366.0 billion cubic metre of earth and stone. Over 23.2 thousand hectares of farmland was increased with effective irrigation systems and another 22.3 thousand hectares of farmland was guaranteed by water-saving irrigation systems. The electricity consumed in rural areas was 9.83 billion kilowatt-hours, up by 5.1%. The total power of agricultural machinery reached 46.45 million kilowatts, up by 6.7%.

The agricultural industrialization boosted rapidly. There were 48,500 agricultural products processing enterprises, up by 1.0%. Of which, the 345 state and province-level chief enterprises achieved sales revenue 190.00 billion Yuan, up by 26.7% and gained pretax profits 3.81 billion Yuan, up by 14.6%. The number of Farmer Specialized Cooperative Organization was 6,777, up by 67.3%. The Cooperative Organization members were 1.16 million households, up by 37.6%.

New progress was made in building a new socialist countryside. The total of 13,546 kilometers cement (asphalt) roads from town to village was built. New model villages of the project to build a clean countryside were 100. Newly built rural methane facilities were 158.1 thousand. The total of 1,494 natural villages newly got telephone service, 1400 countryside synthesis information service demonstration sites were newly built and 2,004 administrative villages could access broadband Internet. There were migrant workers (not including this villages and towns) 13.21 million. The gross income of labor service was 120.37 billion Yuan.

Ⅲ.Industry and Construction

The speed of industrial development accelerated. The total value-added of the industrial sector was 627.51 billion Yuan, up by 21.2% or 2.7 percentage points higher over the previous year. Of which, the value-added of the industrial enterprises above designated size was up by 23.4% or 2.9 percentage points higher over the previous year. The value-added of the industrial enterprises above designated size of non-state-owned economy increased by 26.5%3.1 percentage point faster than the average. The value of the light industry was up by 20.0% and the value of the heavy industry was up by 25.1%. The value-added of industrial enterprises above designated size in the industrial parks was 222.19 billion Yuan, up by 30.0%.

Output of major industrial products increased quickly. In the statistics of 437 industrial products about the industrial enterprises above designated size, the production of the 335 industrial products increasedaccounted for 76.7% of the whole industrial products. Of which, the output of coal was up by 12.3%the output of Cigarettes was up by 3.5%, the output of Machine-made Paper and Paper boards was up by 25.2%, the output of the crude oil processed was up by 5.6%, the output of cement was up by 14.8%, the output of steel was up by 15.4%, the output of ten kinds of Nonferrous Metals was up by 23.8%, the output of Concrete Machinery was up by 133.8% , the output of motor vehicles was up by 17.5%, the output of electricity was up by 19.5%.

The industrial structure was further optimized. The value-added of the high processing industry was 188.5 billion Yuan, up by 33.5%the value-added of new- and high-technology industry was 27.14 billion Yuan, up by 30.9% rose 10.1 and 7.5 percentage points higher than the average speed of industrial enterprises above designated size respectively. And the high processing industry and new-and-high-tech industry accounted for 32.0% and 4.6% of the value-added of industrial enterprises above designated size, rose 1.9 and 0.2 percentage points higher over the previous year respectively. The value of new products of industrial enterprises above designated size was 248.97 billion Yuan, up by 41.3%; which accounted for 13.2% of the value of industrial enterprises above designated size or 2.8 percentage points higher over the previous year.

All main sectors of industry achieved profits. The revenue of main business of industrial enterprises above designated size was 1,810.44 billion Yuan, up by 40.0%. The total profits of industrial enterprises above designated size after balancing out between deficits and surpluses was 85.55 billion Yuan, up by 46.1%. Of which, the profits of manufacture of chemical raw material and chemical products were 6.20 billion Yuan, up by 95.3%; The manufacture and processing of non-ferrous metals were 5.09 billion Yuan, up by 83.6%; The manufacture of special purpose machinery were 16.59 billion Yuan, up by 77.7%; The manufacture of transport equipment were 5.43 billion Yuan, up by 75.0%. The proportion of loss-making enterprises was 5.8% or 3.6 percentage points lower than the previous year.

The construction industry maintained stable growth. In 2010, the value-added of construction enterprises was 103.85 billion Yuan, up by 14.2%, accounted for 6.5% of GDP. The profits made by construction enterprises with qualification certificates through general contracts and specialized contracts reached 11.08 billion Yuan, up by 31.0%. The floor space of building under construction was 275.03 million square meters, up by 22.5%. The floor space of building completed 99.84 million square meters, up by 1.8%.

Ⅳ.Investment in Fixed Assets

Investment in fixed assets increased strongly. The completed investment in fixed assets was 982.11 billion Yuan, up by 27.6%. Of which, the investment in urban area was 877.55 billion Yuan, up by 27.5%. Of the completed investment in fixed assets, the investment in state-owned economy was 332.23 billion Yuan, up by 13.6%the investment in non-state-owned economy was 649.88 billion Yuan, up by 36.2%accounted for 66.2% of the completed investment and rose by 4.2 percentage points higher over the previous year. In the urban areas, the investment in the primary industry was 21.00 billion Yuan, up by 60.4 %, that in the secondary industry was 370.36 billion Yuan, up by 30.2%, and that in the tertiary industry was 486.19 billion Yuan, up by 24.5%. The investment in real estate development was 146.93 billion Yuan, up by 35.5%.

The structure of investment in fixed assets was optimized. The investment in manufacturing was 287.70 billion Yuan, up by 33.8%; which accounted for 33.8% of the investment in urban area, up by 1.6 percentage point over the pervious year. The investment in high & new-tech industries was 24.74 billion Yuan, which accounted for 2.8% of the investment in urban area, up by 0.5 percentage point over the pervious year. The investment in technical improvement was 305.29 billion Yuan, which accounted for 34.8% of the investment in urban area, up by 1.2 percentage point over the pervious year.

The major construction projects were implemented smoothly. The investment fulfilled by the 175 major construction projects was 150.54 billion Yuan, which accounted for 15.3% of the completed investment in fixed assets. The investment in 1662 over-100-million-Yuan projects was 318.82 billion Yuan, up by 32.2%. Constructions on 9 express-ways were newly started. Some express-ways were completed, including from Changsha to Zhuzhou, from Yizhang to Fengtouling, from Hengyang to Shaoyang. The total length of express-ways open to traffic reached 2386 kilometers, an increase of 160 kilometers over the previous year.

The real estate market was active. The supplied land for real estate was 51.42 million square meters, up by 77.8%. Of which, the supplied land for residential buildings was 38.90 million square meters, up by 77.6%. The floor space of commercialized buildings sold was 44.73 million square meters, up by 27.3%. Of which, the floor space of residential buildings sold was 41.43 million square meters, up by 27.0%. The total sale of commercialized buildings was 140.65 billion Yuan, up by 49.4%. Of which, the sale of residential buildings was 124.79 billion Yuan, up by 51.1%.

V. Domestic Trade and Price

The consumer goods market developed faster. The total retail sales of consumer goods reached 577.53 billion Yuan, up by 19.1%. An analysis on different areas showed that the retail sales of consumer goods in cities reached 520.44 billion Yuan, up by 19.4% and the retail sales of consumer goods in rural area were 57.09 billion Yuan, up by 16.6%. Analyzed by different sectors, the sales of the wholesales and retail trade reached 503.77 billion Yuan, up by 19.3%; the sales of the catering industry were 73.76 billion Yuan, up by 17.9%.

Hot products were sold well. Of the total retail sales by wholesale and retail enterprises above designated size, the sales of furniture were 2.41 billion Yuan, up by 53.0%; motor vehicles, 42.32 billion Yuan, up by 44.0%; gold, silver and jewelry, 2.45 billion Yuan, up by 44.9%; electric and electronic appliances for household use and audio-video equipment, 11.92 billion Yuan, up by 39.4%.

The level of market prices rose. The general level of consumer prices in Hunan was up by 3.1% over the previous year. Of which, the price index in urban area was 3.1%, and the price index in rural area was 3.2%. The retail prices of commodities were up by 3.1%. The prices of means of agricultural production were up by 1.4%. The producer prices for manufactured goods increased by 6.9%. The purchasing prices for raw materials, fuels and power went up by 10.0%. The prices for investment in fixed assets were up by 4.0%. The producer prices of farm products were up by 9.9%.

Ⅵ.  Foreign Economic Relations and Tourism

Foreign trade scale expanded. The total volume of import and export was 14.69 billion US dollars, up by 44.7%. Of which, the export value was 7.96 billion US dollars, up by 44.8%. The import value was 6.73 billion US dollars, up by 44.5%. By customs regime, the export value of general trade was 6.58 billion US dollars, up by 38.0%. The export value of processing trade was 1.16 billion US dollars, up by 70.7%. The export value of mechanical and electrical products was 2.70 billion US dollars, up by 62.6%, which accounted for 34.0% of the total volume. The export value of high-and-new-tech products was 0.57 billion US dollars, up by 93.0%, which accounted for 7.2% of the total volume.

Notable progress was made in utilization of foreign capital. The foreign capital actually utilized was 5.18 billion US dollars, up by 12.8%. Of which, the foreign capital actually utilized in industry was 4.25 billion US dollars, up by 20.8%. There were 158 projects of foreign investment which above 20 million US dollar newly approved, up by 24.9%. 5 enterprises of the world top 500 were newly introduced, and the number reached 55. The actually utilized capital out of the province and inside China was 173.31 billion Yuan, up by 20.1%. Of which, the actually utilized capital out of the province and inside China in industry was 108.96 billion Yuan, up by 21.6%. There were 332 projects above 100 million Yuan, up by 64.3%; the actually utilized capital was 67.21 billion Yuan, up by 86.0%.

Enterprises of Going Global stepped up the pace. The value in the new contracts signed through contracted projects, labor contracts and design and consultancy services reached 2.12 billion US dollars, up by 35.4%. The accomplished business revenue was 1.62 billion US dollars, up by 50.0%. The labor service population dispatched out of the country reached 39.6 thousand, up by 15.8%. 124 enterprises investing abroad were newly approved. The actual oversea investment was 699 million US dollars. The contracted value of service outsourcing was 539 million US dollars, up by 62.3%. There were 34 items of international quality certificate, of which, 18 items were newly obtained.

Tourism market was booming. The number of domestic tourists was 203.98 million, up by 27.0%. The number of international tourists was 1.90 million, up by 45.1%. The total revenue from tourism was 142.58 billion Yuan, up by 29.7%. Of which, the revenue from domestic tourism reached 136.55 billion Yuan, up by 29.6%; the revenue from international tourism reached 887.0 million US dollars, up by 31.8%.

Ⅶ.  Transportation, Post and Telecommunication

The development of transportation was accelerated. The total volume of cargo transported by various means was 295.84 billion ton-kilometers, up by 16.3%, 10.7 percentage point over the previous year. Of this total, the cargo transportation by railways was 106.81 billion ton-kilometers, up by 3.6%; and the cargo transportation by highways was 153.94 billion ton-kilometers, up by 12.7%.  The total volume of passenger transportation was 149.84 billion person-kilometers, up by 12.7%, 9.6 percentage point over the previous year. Of this total, the passenger transportation by railways was 74.05 billion person-kilometers, up by 11.4%; the passenger transportation by highways was 68.37 billion person-kilometers, up by 13.7%; the passenger transportation by air was 7.25 billion person-kilometers, up by 16.3%

Possession of civil vehicles increased quickly. The total number of motor vehicles for civilian use reached 2437.2 thousand by the end of 2010, up by 21.8%. Of which, the number of private-owned vehicles was 1795.7 thousand, up by 29.9%. The total number of cars for civilian use stood at 1001.3 thousand, up by 32.8%. Of which, the number of private-owned cars was 857.0 thousand, up by 18.2%.

The posts and telecommunication increased steadily. The business transactions of postal and telecommunication services totaled 105.21 billion Yuan, up by 18.2%. Of this total, postal services accounted for 3.78 billion Yuan, up by 10.6%; and telecommunication services accounted for 101.43 billion Yuan, up by 18.5%. Capacity of office telephone exchanges reached 12.10 million lines, up by 0.2%. The fixed phone user numbered 10.77 million households. The mobile phone user numbered 33.46 million households, an increase of 6.10 million households. The internet user through broad band reached 3.68 million households, up by 21.4%.

Ⅷ.Finance, Banking, Security and Insurance

Fiscal revenue increased rapidly. The total government revenue was 186.29 billion Yuan, up by 23.3%, 8.6 percentage point over the previous year. Of which, the local government revenue was 106.60 billion Yuan, up by 25.8%. Value added tax and consumption tax of turn in central government was 64.70 billion Yuan, up by 20.0%. Income tax of turn in central government was 14.61 billion Yuan, up by 20.3%. Governmental fund budgetary revenue was 44.48 billion Yuan, up by 77.3%. The government revenue from counties administrated by province was 44.9 billion Yuan, up by 23.5%, 7.8 percentage point over the previous year.

Savings deposit and loans kept fast growth. At the end of 2010, savings deposit in Renminbi and foreign currencies in all items of financial institutions totaled 1664.33 billion Yuan, up by 18.6% newly increased 261.48 billion Yuan compared to the beginning of the year. Of which, the deposits of enterprise newly increased 69.03 billion Yuan and the savings deposits of urban and rural residents newly increased 120.79 billion Yuan. At the end of 2010, loans in Renminbi and foreign currencies in all items of financial institutions reached 1152.17 billion Yuan, up by 21.0%, newly increased 200.46 billion Yuan compared to the beginning of the year. Of which, short-term loans were 354.08 billion Yuan, newly increased 46.47 billion Yuan; and long-term loans were 758.56 billion Yuan, newly increased 171.70 billion Yuan.

Stock market financing hit another record high. The number of listed companies reached 75. Of which, the number of listed companies in China stock markets was 60, an increase of 9 over the previous year. The number of listed companies in oversea stock markets was 12, an increase of 2 over the previous year. The enterprise direct finance from the capital market was 64.76 billion Yuan, an increase of 2.1 times. Of which, enterprises IPO financed 21.62 billion Yuan, an increase of 3.5 times. At the end of the year, there were 170 stocks company service and stocks company sales office in the province, an increase of 52 over the previous year. The stocks transaction value was 2374.77 billion Yuan, up by 5.6%. There were 4 futures companies in the province, and the transaction value was 3926.4 billion Yuan, up by 82.7%.

Insurance business quickened the step of development. The insurance premium of all the insurance companies reached 43.85 billion Yuan, up by 25.9%, 14.4 percentage point over the previous year. Of which, the life insurance premium amounted 30.57 billion Yuan, up by 23.4%, the healthy insurance premium amounted 2.23 billion Yuan, up by 28.7%, the accidence injury insurance premium amounted 0.98 billion Yuan, up by 17.3%, the property insurance premium amounted 10.07 billion Yuan, up by 34.3%. Insurance companies paid an indemnity worth of 8.29 billion Yuan, down by 4.3%.

. Education, Science and Technology

Education developed continuously. There were 102 general universities and colleges in the province. The graduates’ number of general universities and colleges was 276.1 thousand, the post-graduates’ number 13.1 thousand, the graduates’ number of vocational secondary schools 282.9 thousand, the graduates’ number of senior secondary schools 361.8 thousand, the graduates’ number of junior secondary schools 697.5 thousand, the graduates’ number of primary schools 728.1 thousand. Kindergartens accommodated 1419.1 thousand children, up by 17.5%. There were 3653 qualified compulsory education schools, an increase of 400 schools. The enrollment rate of school-age children was 99.92%. The enrollment rate of junior middle school was 99.83%. 4.01 billion Yuan of government funds on compulsory education were implemented. 450 million Yuan state student aids for vocational education were provided to 769 thousand students. 658 million Yuan state student grant and aids for higher education were provided to 432 thousand college students.

Innovation capability in science and technology enhanced unceasingly. There were 12 state-levels engineering technology research centers, an increase of 2; and there were 100 provincial level engineering technology research centers, an increase of 19. There were 6 state-levels, 64 provincial level enterprise key laboratories. 188 items of the State 863 Program were undertaken in the province. A total of 5137 contracts on the transfer of technology were signed, involved a transaction value of 4.01 billion Yuan. 865 items of scientific research accomplishments above the province and departmental level were gained, including 47 accomplishments in basic researches and 806 accomplishments in applied researches. 18 items of research accomplishments were awarded National Prize for Progress in science and technology and 2 items were awarded National Prize for technological invention. Some 22381 patent applications were accepted and 13873 patents were authorized, up by 40.3% and 66.9% separately. Of which, 6438 patent applications were the patent of invention, up by 45.8%. The enterprises, universities and colleges, scientific research institutes’ patent applications increased by 45.5%, 37.7% and 8.9% separately, and the number of patents authorized increased by 98.5%, 49.4% and 93.0% separately. The value-added of new–and-high-technology enterprises was 195.11 billion Yuan, up by 36.4%, 11.7 percentage points faster than the previous year.

The level of comprehensive technical service improved. There were 1265 laboratories for product inspection, an increase of 29. Of which, there were 12 national quality testing and inspection centers, an increase of 5. There were 103 authorized measurement institutions, 113 special equipment inspection institutions. A total of 20 national standards and 101 local standards were developed in the year. Mapping departments published 144 types of maps. There were 7629 geodetic survey achievements, 7213 pieces of aerial photogram metric, 20285 results of basic geographic information data. Meteorological, hydrological, Seismic and other technical services further developed.

Ⅹ.Culture, Public Health and Sport

Cultural undertakings were further consolidated. A number of 393 villages and towns’ cultural stations were built. At the end of 2010, there were 99 art-performing groups, 140 culture centers, 120 public libraries, 67 museums and memorials. Altogether showing rural public welfare movie were 536.8 thousand. There were 11 radio broadcasting stations and 15 television stations. The users of CATV were 6404.6 thousand households, increased 340.7 thousands households over the previous year. Broadcasting and television coverage rates were 91.99% and 96.43%, up by 0.33 and 0.32 percentage point over the previous year separately. There were 70 state-level non-material cultural heritage protection projects and 221 provincial level protection projects in the province. All sorts of books were issued for 7525 types, newspaper 86 types, and magazines 249 types. A total of 312 million copies of books were published, 1.08 billion copies of newspapers and 125.0 million copies of magazines were issued.

Public health progressed steadily. There were 14,455 health institutions in the province, including 770 general hospitals, 233health centers, 140 maternal and child health-care institutions, 85 specialized health institutions. General hospitals and health centers in the province possessed 208.1 thousand beds, up by 5.5%. There were 257.0 thousand health workers, up by 3.6%. Of which, including 111.0 thousand practicing doctors and assistant practicing doctors, up by 9.9%; and 95.0 thousand registered nurses, up by 14.5%.

Sports developed continuously. We carried out 1,640 times or items of popular fitness projects throughout the province and 19.58 million people usually participated in physical exercises. The number of newly built farmer sports fitness projects administrative village was 887. The athletes of Hunan province won 5 World Championships, 14 Asian titles and 44 National Championships. On 16th Asian Games in Guangzhou, 12 gold medals were won, and 5 silver, 2 bronze. On Asian Para Games, 4 gold and 2 silver medals were won. There were 21,365 sports grounds and buildings. Of which, there were 160 stadiums, 656 sports grounds, 190 swimming pools and 20,359 all sorts of training rooms.

. Resources, Environment and Work Safety

The mineral resource exploration and the geological disaster prevention had the new achievement. In the province, resource of 13 important ores and 27 key mining areas were integrated. Implementation of geological explorations projects (including continue projects) were 211 and exploration projects of mine resources crisis were 16. A total of 11 new mineral deposits in large or medium size were discovered. There were 8 National Geology Park and 20 geological sites. 56 geological disasters were forecasted successfully.

The ecological protection was further strengthened. In urban areas, 59.2% of waste water was put under centralized processing systems, up by 4.2%, and 66.6% of solid waste from daily life was processed under nontoxic programs, up by 2.6%. 14 cities and A.P. met the air quality standard Grade Ⅱ, increased 2 cities over previous year. The rate of 97 surface water monitoring cross sections which met the standard Grade III was 91.8%, 4.3 percentage point over the previous year. The total of 61 national ecological demonstration areas was approved. A total of 213.4 thousand hectares of forest in the barren hills and waste (sand) land were planted. At the end of the year, there was afforested area of closed off mountain (sand) 481.0.36 thousand hectares. The forest coverage rate reached 57.01%, 0.58 percentage point over the previous year.

Huge progress was made in energy-saving. Preliminary estimation indicated that the unit energy consumption of value-added of the industrial enterprises above designated size went down by 11.94%. The comprehensive energy consumption of 28 enterprises which included in the National Thousand Energy Conservation Enterprises went up by 7.9% or 0.8 percentage points lower than the growth rate of the comprehensive energy consumption of the industrial enterprises above designated size, accounted for 37.1% of the comprehensive energy consumption of the industrial enterprises above designated size. The comprehensive energy consumption of the Hunan Hundred Conservation Enterprises (not including National Thousand Energy Conservation Enterprises) went up by 3.0% , 5.7 percentage points lower than the comprehensive energy consumption of the industrial enterprises above designated size, account for 15.3% of the comprehensive energy consumption of the industrial enterprises above designated size. In the 73 species per unit product energy consumption indicators reported by the key energy-consuming industrial enterprises which comprehensive energy consumption in million tons of standard coal and above, there were 49 species indicators decreased, accounted for 67.1%. Chemical oxygen demand and sulfur dioxide emission reduced 5.82% and 1.26% separately.

The safety production situation was generally stable. In 2010, there were total of 12061 various kinds of work accidents in the province, up by 10.8%. The death from work accidents was 2985 persons, down by 6.7%. The death toll from work accidents every 100 million Yuan worth of GDP was 0.19 people, down by 24.0%. Work accidents in industrial, mining and commercial enterprises caused 2.42 deaths out of every 100 thousand employees, down by 19.7%. The death toll for producing on million tons of coal in coalmines was 3.09 persons, down by 19.4%. The year 2010 witnessed 8413 traffic accidents, up by 13.1%. The road traffic death toll per ten thousand vehicles was 3.43 persons, down by 9.7%.

Ⅻ. People’s Living Conditions and Social Security

The income of residents grew steadily. The annual per capita disposable incomes of urban households was 16566 Yuan, up by 9.8%, or a real increase of 6.5% over the previous year when the factors of price increase were deducted. Of which, the income of wage was 9839 Yuan, up by 9.6%. The annual per capita net income of rural households was 5622 Yuan, up by 14.5%, or a real increase of 10.8% over the previous year when the factors of price increase were deducted. Of which, the annual per capita net income from salary was 2656 Yuan, up by 18.9%.

The residents’ living standards continued to improve. The annual per capita living expenditure of urban households was 11825 Yuan, up by 9.2%. Of which, expenditure for tourism, transport and communications increased 42.2% and 24.9% separately. The per capita consumption expenditure of rural households was 4310 Yuan, up by 7.2%. Of which, expenditure for household facilities, articles and services and expenditure for clothing increased 19.8% and 15.0% separately. The Engel's coefficient of urban households was 36.5%. The Engel's coefficient of rural households was 48.4%. The municipal resident per-capita housing area reached 31.2 square meters, increased 1.0 square meters over the previous year. The rural resident per-capita housing area reached 42.2 square meters, increased 0.5 square meters over the previous year.

Social security system was improving continuously. At the end of 2010, a total of 9376.6 thousand people participated in basic pension program, a year-on-year increase of 585.9 thousand. Of this total, 6728.5 thousand were staff and workers, and 2648.1 thousand were retirees. A total of 18942.6 thousand people participated in urban basic health insurance program, an increase of 623.3 thousand. Of which, 7773.2 thousand people participated in urban basic health insurance program for staff and workers, 11169.4 thousand people participated in health insurance program for residents. Some 3995.0 thousand people participated in unemployment insurance program, an increase of 74.9 thousand. A total of 5151.2 thousand people participated in work accident insurance, an increase of 430.4 thousand. A total of 5271.2 thousand people participated in maternity insurance program, an increase of 246.90 thousand. A total of 46.62 million people participated in the new rural cooperative medical system, with a participation rate of 95.3%, 4.1 percentage point over the previous year. At the end of the year, 152.8 thousand staff and workers received the unemployment insurance payment. Social welfare institutions of various types provided 117.1 thousand beds, accommodating 106.90 thousand inmates. There were 9773 community service facilities were set up in urban areas, of which, the number of comprehensive community service centers was 477. A total of 2.63 billion Yuan worth of social welfare lottery tickets was sold, raising 863 million Yuan of social welfare funds. A total of 69 million Yuan were received from direct donations.
